Developed versus Developing

European handball is the chore of handball when it comes to the overall presence of the sport around the world. But if you go into details and analyse its popularity you may see a different picture. Let's be clear: handball has got top high men leagues in Germany, Spain,France and Scandinavia.For the rest we have got from decent quality leagues like the Croatian,Slovenian and Serbian to leagues which tend to the medium/low quality kind, such as the Italian,the Swiss and Dutch men's leagues. So, how would you shift the focus to develop the game in smaller leagues? Perhaps would not be also EHF duty to support those countries to grow and make handball a success in those markets? According to( http://www.eurohandball.com/ehf/about)"The EHF focuses its strengths and invests its resources on the development of the sport of handball in general with the overall objective to optimise product placement on the competitive sporting market, delivering the delights of handball in the form of high-profile branded events". In my opinion the EHF has not been fulfilling entirely its mandate when it comes to developing handball throughout Europe, because handball still remains a niche sport in plenty of countries.We are talking about big markets like the UK and Italian for example. I know of initiatives taken by the EHF and British Handball in order to develop the sport at grass roots but what happened in other countries like Italy? Has it been done as well? Frankly, I am not so sure anymore if the EHF actually cares about the success of the sport in those "lesser" handball worlds, but rather prefers,conveniently to keep the status quo as it is.Any views on the topic are welcome.
